The Operational Nexus Between Tehrik-e-Taliban Pakistan (TTP) and the Islamic State Khorasan Province (ISKP): Implications for Pakistan

The evolving security environment along the Afghanistan-Pakistan border has increased concerns about the relationship between Tehrik-e-Taliban Pakistan (TTP) and the Islamic State Khorasan Province (ISKP). Although the two groups differ in ideology, leadership, organizational structure, and strategic objectives, evidence suggests growing operational overlap between them. This study examines the nature and extent of this relationship and assesses its implications for Pakistan’s national and regional security. Using a qualitative research approach based on recent United Nations reports, think-tank studies, academic research, and credible journalistic sources, the study analyzes patterns of cooperation, shared territory, recruitment, financing, training, and logistics. The findings indicate that TTP and ISKP do not constitute a formal alliance but have developed an operational nexus involving limited tactical coordination and overlapping support networks, despite continued ideological rivalry. The study argues that this flexible relationship increases the complexity of Pakistan’s counterterrorism challenge. It concludes that Pakistan requires integrated intelligence, border management, regional cooperation, and group-specific counterterrorism strategies to address this evolving threat.
